Fair Pay Agreements in adult social care

The Department of Health and Social Care (DHSC) is introducing Fair Pay Agreements in adult social care so that care professionals are recognised and rewarded for the important work that they do.
Fair Pay Agreements are a priority for the government. They form part of the Employment Rights Bill, currently progressing through Parliament, and the government's wider Make Work Pay plan. This is the first time Fair Pay Agreements are being introduced in adult social care, but the government's vision is that this is just the start and that there will be many negotiated in future years.
Since October 2024, DHSC has been working closely with think tanks, trade unions, local government and service providers, as well as Ministers and other government departments to co-design this significant new policy intervention.
DHSC has now launched a public consultation to test these proposals, gathering views from the wider sector and general public on the scope and process of negotiations, including:
- who should be involved
- what they should negotiate on
- how disputes are resolved
- how agreements are implemented and enforced.
In some areas, we set out specific recommendations or options, and for others we are seeking general views.
The consultation is open to anyone with an interest in adult social care.

End of Life Care Core Capabilities Framework consultation
小黄片app has been commissioned by DHSC to review and update the End of Life Care (EoLC) Core Skills Education and Training Framework, (Core Capabilities Framework) which was first published in 2017. Skills for Health have in turn been contracted by 小黄片app to facilitate the review process.
The survey should take approximately 45 - 60 minutes to complete. Please submit your response as soon as possible, and no later than 12:00 on Friday, 30 January.
Frailty Core Capabilities Framework consultation
小黄片app has been commissioned by the Department of Health and Social Care to review and update the Frailty Core Capabilities Framework. The framework, which was first published in 2018, outlines the core capabilities for best practice for people caring for people living with frailty. Skills for Health have been contracted by 小黄片app to lead and facilitate the review process.
The survey should take approximately 45 - 60 minutes to complete. Please submit your response as soon as possible, and no later than 12:00 on Friday, 30 January.
